How can I enroll my brother into a California High School if I live in Tijuana, Mexico?


How can I enroll my brother into a California High School if I live in Tijuana, Mexico?
I am a U.S. Citizen and I am currently living in Tijuana, Mexico due to my husband's immigration status. My younger brother, who is currently living at home in California, with my parents isn't getting the adequate attention necessary for a 15 year old. He is going to move in with my husband and I for about a year. Again, we live in Tijuana and I want to enroll him into a San Diego High School. I already have the right documents to prove my temporary guardianship over him with the "Caregiver's Authorization Affidavit, and Guardianship Authorization Form. My question is, Will the San Diego School District let me enroll him even though I live in Tijuana, or do I have to provide a San Diego County Address? Is there something I can do so that they will accept him with a Tijuana address?

Im not sure thats legal.Here,you are supposed to live in the school district before you may attend.sometimes the school will let you pay tuition to attend(expensive).Have you thought about homeschooling your brother?Living in Mexico would provide for some interesting class assignments and cultural activities.not to mention foreign language!I have also heard about a website it is http://www.k12.com/cava/ its a virtual school,but i do not know anything about it. To go to a California school you need to have verifiable California residency. All the kids crossing the border in the morning either have a relative or a "caregiver" that has lent their real parents their local address. You will need to fill out another caregiver form at the school and also fill out a proof of residency along with a bill that is in your name with the address of the home you plan to use as "your residence." You can do that or ask you friend or relative to register your brother at the school as his caregiver. This is all illegal as you would be lying on a signed document. But these kids rarely get caught. They just don't ever say that they live in Tijuana, they're always visiting.
