The school is pretty good, especially in certain fields. Their oceanography program is one of the best in the country. Either SAT or ACT is fine. You also need 2 SAT IIs. Out of state tuition is A LOT, and no, there's no way around it.

You are at a disadvantage, the UC's truly favor California kids,at all the UC's, out of state are no more than 10% of kids.

You should get in easily enough but check to see whether they accept either score. If you are good at taking tests, you should probably take both in case UCSD or some other school wants either. Check online to see about out-of-state tuition waivers and email the university. My review of over 1000 applications failed to find a single case in which the applicant could follow simple written instructions. Most, but not all, of the many students that I met there came from families that fell above most standards of financial need. San Diego is one of the most expensive areas of the US, and UCSD is next to La Jolla. I can say that the Clairmont Mesa area next to UCSD has the best microclimate in SD and SD itself has by far the best climate in the 48 adjacent states (my wife insists that Hawaii is better). The rental rates are beyond exorbitant: as a mid-management career federal employee, I could not afford a decent apartment in SD (we did not even have A/C: fortunately, we rarely needed it). If I were well to do, I would not hesitate to move back. If I were a student of limited means, I would consider a less expensive school. If you are looking for a beach, SD is not a good place to start. The SE has many good affordable schools in easy reach of the beach: I attend UCF: it is affordable and offers many majors. Be careful with your text messages when you contact UCSD: they should meet English theme standards of punctuation and capitalization. De nada
